On February 1, 2010, the Association tabled the proposals below. Proposals are only the very first exchange of information between bargaining parties, to begin the bargaining conversation. Specific language and priorities will develop as a result of ongoing conversation between the parties.
Transparency and Accountability
- The Association proposes amending Article 2 in the Agreement on Salaries and Economic Benefits to provide for greater transparency and accountability in the procedures for allocating Merit Awards and Performance Salary Adjustments.
- The Association proposes amending Articles 4 and 5 of the Agreement on Conditions of Appointment for Faculty to clarify and make more transparent timelines and procedures for tenure and promotion processes, to ensure that candidates are not judged on the basis of activities in which they have not had the opportunity to engage, and to better define and assess service for purposes of tenure and promotion.
- The Association proposes a new Article in the Agreement on the Framework for Collective Bargaining that establishes the conduct of investigations that are done with possible disciplinary outcomes in order to ensure that the process is conducted with procedural fairness and natural justice.
- The Association proposes a new Article in the Agreement on the Framework for Collective Bargaining to address: 1) privacy and campus surveillance; and 2) privacy and security of personal and professional communications.
Workload
- The Association proposes to modify Article 13 in the Agreement on the Framework for Collective Bargaining and to create a new Article in the Agreement on Conditions of Appointment for Faculty, in the Agreement on Conditions of Appointment for Sessionals and Part-time Faculty Members, and in the Agreement on Conditions of Appointment for Librarians pertaining to workload and working conditions that will provide for a healthy and productive work environment, and ensure that workload is collegially assigned in a fair and equitable manner.
Sessional Lecturers
- The Association proposes a new Article in the Agreement on Conditions of Appointment for Sessional and Part-time Faculty Members to provide long-serving sessional and 12-month lecturers access to tenure-track teaching stream appointments.
Heads, Directors, Associate Deans
- The Association proposes a new Article in the Agreement on Conditions of Appointment for Faculty and a new Article in the Agreement on Conditions of Appointment for Librarians providing the terms and conditions of employment for members with specific administrative responsibilities (Heads, Directors, Associate Deans, Supervising Librarians, and similar positions) including job description, selection, recognition for service, a clear mechanism for access to the career advancement plan and to ensure that they have the training, time, and support they require to be effective.
UBC Okanagan
- The Association proposes a new Article in the Agreement on Conditions of Appointment for Faculty covering terms and conditions of employment that are specific to members at UBC Okanagan that reflect the reality of its smaller size, unique history, relationship with UBC Vancouver and the distinctive way its Academic Plan manifests the UBC Vision and Mission.
Salary and Benefits
- The Association proposes amending Articles 1 through 5 in the Agreement on Salaries and Economic Benefits to provide a general salary increase sufficient to retain and attract members and to protect members against losses in real income due to inflation.
- The Association proposes that the parties examine and modify Article 10 in the Agreement on Salaries and Economic Benefits to ensure that members receive maximum value for the total cost of the employer-paid benefits, that the language pertaining to employee-paid benefits is consistent with the desired structure of the plan, and that the professional development fund is adequate to provide members with the means and professional development opportunities to fulfill UBC’s vision, values and commitments.
- The Association proposes that Articles 5 and 10 in the Agreement on Salaries and Economic Benefits and other relevant Articles in the Agreement on Conditions of Appointment for Sessional and Part-time Faculty Members be amended to provide for consistent minimum salary scales for all teaching stream ranks across all disciplines.
Other
- The Association proposes that Article 26 in the Agreement on the Framework for Collective Bargaining (and other relevant Articles) be for a one-year term.
- The Association proposes to delete Article 11.02e in the Agreement on the Framework for Collective Bargaining.
- The Association proposes to modify Article 21 in the Agreement on the Framework for Collective Bargaining to make sure the language is consistent with current practices and to reflect the two-campus nature of UBC.
- The Association proposes to drop LOU 1, LOU 3, LOU 5, LOU 6, LOU 7 from the Collective Agreement and to roll LOU 2, LOU 4, the Memorandum of Understanding on Hourly-Paid Librarians, and the Memorandum of Agreement on Mandatory Retirement into the Collective Agreement.
- The Association proposes to establish a joint working committee to renumber and reorganize the Collective Agreement in a rational way so that this becomes a single agreement, to update some of the titles of the Component Agreements, and to do other housekeeping as necessary.
